Dubai 2040 Urban Master Plan: What It Means for Property Investors

Dubai's 2040 plan sets out where the city will grow, how people will move and how much green space and beach it will add. Here is what it means for property buyers.

When investors ask where Dubai is heading, the best single answer is the Dubai 2040 Urban Master Plan. Launched in March 2021, it is the emirate's blueprint for land use, transport, green space and population growth over two decades. It is also the seventh such plan since 1960, which says something about how deliberately Dubai has planned its expansion.

This guide summarises what the plan contains, what has happened since launch, and what it may mean for property buyers in 2026 and beyond.

The five urban centres

The plan concentrates growth and investment around five main centres.

Three existing centres

  • Deira and Bur Dubai: the historic core, with heritage areas and older housing stock.
  • Downtown and Business Bay: the business and tourism heart, home to Burj Khalifa and the Dubai Canal. See our guides to Business Bay and Downtown Dubai.
  • Dubai Marina and JBR: the waterfront residential and leisure hub.

Two new centres

  • Expo 2020 Centre: built around the former Expo site, now Expo City Dubai, near Dubai South and Al Maktoum International Airport.
  • Dubai Silicon Oasis Centre: a technology and education district on the eastern side of the city.

For investors, the centres signal where the government expects jobs, services and transport to concentrate. That tends to support housing demand nearby, though it does not guarantee it.

Phase II and the 20-minute city

In December 2022, Phase II of the plan was approved. Key elements include:

  • A 20-minute city policy: the goal is for residents to reach 80% of their daily needs within 20 minutes on foot or by bicycle, supported by integrated service centres and higher density around mass transit stations.
  • A real estate strategy to balance supply and demand through 2040.
  • Ten key initiatives, covering urban centres, urban farming, heritage preservation and a pedestrian network.

In March 2025, Dubai's Supreme Committee for Urban Planning reported progress including a transit-oriented development plan around Metro stations, a Dubai Walk master plan for more than 6,500 km of pedestrian paths, and "Super Block" pilots in Al Fahidi, Abu Hail, Al Karama and Al Quoz Creative Zone.

Infrastructure that supports the plan

Dubai Metro Blue Line

Construction began in June 2025 on the 30 km Blue Line, with 14 stations. According to the Roads and Transport Authority, it is due to open in 2029. It will serve nine areas:

  • Dubai International Airport and Mirdif
  • Al Warqa and International City 1 and 2
  • Dubai Silicon Oasis and Academic City
  • Ras Al Khor Industrial Area
  • Dubai Creek Harbour and Dubai Festival City

New metro access has historically been a point that buyers and tenants value. If you are looking at communities on the route, such as Dubai Creek Harbour, factor in the 2029 timeline rather than assuming immediate benefits.

Al Maktoum International Airport and Dubai South

In April 2024, Dubai approved a new AED 128 billion passenger terminal at Al Maktoum International Airport, designed for up to 260 million passengers a year at full build-out. The first phase is expected within about 10 years, and operations from Dubai International are due to move there over the coming years. Officials said the project would create demand for housing for about a million people around Dubai South. Explore our Dubai South area guide.

What the 2040 plan means for investors

Potential positives

  • Population growth supports housing demand, if it materialises as planned.
  • Transport upgrades can improve access, and in some cases rents and resale appeal, around new stations.
  • More beaches, parks and green corridors add to quality of life, which can help attract long-term residents.
  • A stated real estate strategy to balance supply and demand signals that authorities are watching oversupply risk.

Risks and caveats

  • Plans take time. Large projects such as the Blue Line and the new airport terminal run on multi-year timelines.
  • Supply is high. Off-plan launches have been strong, and new supply can compete with your unit for tenants and buyers.
  • Markets move in cycles. In Q3 2026, Dubai transactions fell 38% by volume year on year after the regional conflict that began in February 2026, according to Cavendish Maxwell data reported by The National. Long-term plans do not remove short-term volatility. See our market outlook for late 2026.
  • Location detail matters. Being "near" a new centre is not the same as being well connected to it.

How to use the plan when choosing property

  1. Map your shortlist against the five centres and transit lines. How far is the walk to the nearest current or planned station?
  2. Check timelines. Ask when infrastructure is due, not just whether it is planned.
  3. Look at supply. How many units are due to complete nearby in the next three years?
  4. Stress-test your numbers. Model returns without counting on plan-driven growth.

Frequently asked questions

What is the Dubai 2040 Urban Master Plan?

It is Dubai's long-term land use and urban development plan, launched by Sheikh Mohammed bin Rashid Al Maktoum in March 2021. It sets targets for population, green space, beaches, transport and land for housing, tourism, business and services up to 2040.

What are the five urban centres in the Dubai 2040 plan?

Three existing centres: Deira and Bur Dubai, Downtown and Business Bay, and Dubai Marina and JBR. Two new centres: the Expo 2020 Centre and the Dubai Silicon Oasis Centre.

How much will Dubai's population grow under the plan?

At launch, the plan projected residents rising from about 3.3 million in 2020 to 5.8 million by 2040, and the daytime population from 4.5 million to 7.8 million.

Does the 2040 plan guarantee property price growth?

No. The plan shapes where infrastructure and services go, which can support demand in some areas, but prices also depend on supply, the economy, interest rates and regional events. Treat it as one input, not a promise.
