Buyers often focus on the price, the payment plan and the expected rent. The cost that quietly shapes your real return is the annual service charge. This guide explains Dubai service charges: what they pay for, how they are approved, typical rates by area, and how to check the official figure for any building in a few minutes.
What are Dubai service charges?
Service charges are annual fees that owners in apartment buildings and many villa communities pay to run and maintain shared areas. They typically cover:
- 24/7 security and access control
- Cleaning of lobbies, corridors and outdoor areas
- Maintenance of lifts, plumbing, electrical systems and car parks
- Landscaping and pools, gyms and play areas
- Common-area utilities such as lighting and air conditioning
- Building insurance
- A reserve fund for major future repairs
Separate costs such as your own electricity and water (DEWA) and, in some buildings, district cooling for your unit are billed separately. Always ask how cooling is charged in a building before you buy.
The legal framework
Service charges are governed by Law No. 6 of 2019 on jointly owned real estate. Under Article 16, owners must pay service and usage charges for common areas. The Dubai Land Department (DLD) has confirmed that invoices approved by the Real Estate Regulatory Agency (RERA) are the reference point in disputes, and that disputes over these charges go to the Rental Disputes Center.
Two practical points follow from this:
- Charges are approved, not invented. The management company proposes a budget, and RERA approves the charge for each project and usage type.
- Payments go through official channels. The DLD's Mollak system is used for service charge management and payments into RERA-approved bank accounts, which improves transparency between owners, developers and management companies.

How to check service charges for any building
The DLD's Service Charge Index is free and available to all, whether you are a resident or overseas. Gulf News describes three ways to search:
| Search method | What you enter |
|---|---|
| Title deed number | Certificate or deed number, issue year, property type and year required |
| Service fees indicator | Project name, usage type (residential, office, retail) and year |
| Locator map | Area, then project, usage type and year |
The result names the managing company and gives a breakdown of the approved charge. You can use it on the DLD website or through the Dubai REST app. We recommend checking it for every building on your shortlist, not just the one you like most.
Typical service charge rates by area
Rates are quoted in AED per square foot per year and vary widely by building age, amenities and design. Betterhomes has published the following indicative figures. Treat them as a starting point and confirm the current year's approved rate on the DLD index.
| Area or type | Indicative rate (AED per sq ft) |
|---|---|
| Apartments, Dubai average | 20.00 |
| Villas, Dubai average | 7.35 |
| Downtown Dubai (apartments) | 25.00 |
| Business Bay (apartments) | 21.25 |
| Palm Jumeirah (apartments) | 20.45 |
| Dubai Marina (apartments) | 18.25 |
| Al Furjan (apartments) | 13.50 |
| Jumeirah Lake Towers (apartments) | 8.40 |
| Palm Jumeirah (villas) | 7.25 |
Source: Betterhomes. Rates for individual buildings can sit well above or below these figures.
Notice the spread. An apartment in a tower with a large pool deck, concierge and valet will cost more to run than a simpler building, even in the same district. Our Jumeirah Lake Towers and Downtown Dubai area guides show how that plays out in practice.
How service charges affect your yield
Here is a simple illustration with round, hypothetical numbers:
| Item | Amount |
|---|---|
| Unit size | 1,000 sq ft |
| Service charge rate | AED 18 per sq ft |
| Annual service charge | AED 18,000 |
| Annual rent (hypothetical) | AED 120,000 |
| Service charge as share of rent | 15% |
Fifteen percent of your rent going to service charges is a big difference between gross and net yield. That is why we always calculate net returns. Try the numbers yourself with our calculators, and read Dubai rental yields in 2026 for the wider picture.
Who pays: owner or tenant?
In Dubai, the owner pays service charges. A lease can shift some costs to a tenant by agreement, but the DLD has been clear that the owner remains liable if the tenant fails to pay. Accumulated unpaid charges can even lead to the unit being sold to recover the debt. If you own from abroad, set up reliable payment, for example through your property manager.
Off-plan buyers: when do charges start?
For off-plan purchases, service charges usually begin around completion and handover. Gulf News reported a Rental Disputes Center ruling that where a buyer's own actions delay handover, the buyer is responsible from the project's completion date or the date of their payment default, whichever comes first. Do not delay your handover appointment without a good reason. Our snagging and handover checklist helps you prepare.
Ask the developer for the projected first-year service charge budget before you buy. New buildings sometimes see charges change once the building is fully occupied and the real running costs are known.
Checklist before you buy
- Check the approved charge on the DLD Service Charge Index.
- Compare the rate per sq ft with similar buildings nearby.
- Ask whether district cooling is billed separately and how.
- Ask about the reserve fund and any planned major works.
- Factor the charge into your net yield, not just your gross yield.
- Confirm there are no unpaid charges on a resale unit before transfer.

Frequently asked questions
How do I check the service charge for a Dubai property?
Use the Dubai Land Department Service Charge Index on the DLD website or the Dubai REST app. You can search by title deed number, by project and usage type, or with the locator map, and see the approved charge and its breakdown.
Who pays service charges in Dubai, the owner or the tenant?
The owner is legally responsible under Law No. 6 of 2019 on jointly owned property. Even if a lease says the tenant will pay, the owner stays liable if the tenant does not.
What happens if I don't pay Dubai service charges?
Unpaid charges accumulate and can lead to legal action. The Dubai Land Department has stated that accumulated unpaid charges can result in the unit being sold to settle the debt.
Do off-plan buyers pay service charges before handover?
Generally charges start around completion and handover. The Rental Disputes Center has ruled that where a buyer's own actions delay handover, the buyer can be liable from the completion date or the date of their payment default, whichever is earlier.
